Yes it's very normal. Not just for drugs, they have a daily suggested amount of tickets that have to be written. It's part of the job, so they look for anything:
No insurance (because so many illegals drive without insurance)
Expired Stickers
Speeding
Open warants
Drunk Drivers
and basicly any other moving violation there is....

yes, they are looking to catch someone with drugs.(just like in florida) So never drive thru texas or florida with drugs.
