Yes you can , I would reccommend not renting near the airport because there are certain Airport taxes that you have to pay if you rent at IAH Rental Car Center or at Hobby Airport.
I know National Car Rental - has a weekly price of 174 only plus a 15 Ecoupon off that price online at http://www.nationalcar.com , and they have locations not at the airport in Houston.
